    HISTORY OF THE ESTABLISHMENT

    OF THE PHILIPPINE CONSULATE GENERAL IN XIAMEN

        Diplomatic relations between Republic of the Philippines and the People's Republic of China began on 09 June 1975 with the signing of a Joint Communiquè by then Ferdinand E. Marcos and former Chinese State Council Premier Chou En-Lai.

        Citing historical, cultural and economic ties between the two countries, Filipino-Chinese businessmen with origins from the provinces of Fujian and Jiangxi suggested that the Consulate General in Xiamen be opened. Sometime in 1986, the Chinese government initiated, through informal representations with the Philippine government, a proposal for the establishment of reciprocal posts in Xiamen and in Cebu. After her visit to China in April 1988, then President Corazon C. Aquino designated Mr. Sotero B. Lee as Honorary Consul. Later on, Philippine Secretary of Foreign Affairs Roberto R. Romulo and former Chinese Foreign Minister Quan Qichen agreed to establish Consulates General in Xiamen and Cebu.

        The Philippine Consulate General in Xiamen formally opened on 28 February 1995 with the Honorable Benito B. Valeriano as Head of post. He served as Consul General from 15 February 1996. He was succeeded by the Honorable Renato L. Villapando on 31 January 1996 up to 30 November 1999 followed by the Honorable Ma. Corazon Yap-Bahjin on 11 November 1999. The Consulate General's jurisdiction was re-configured to cover the provinces of Fujian, Jiangxi and Zhejiang. Area of jurisdiction was further amended on 29 August 2003 and currently consists of the provinces of Fujian and Jiangxi.

    Mission

        The Philippine Consulate General in Xiamen aims to foster close and mutually beneficial relations between the Philippines and the Chinese Mainland provinces of Fujian and Jiangxi, particularly in the fields of trade, investments, tourism, culture and people-to-people interactions. The Consulate also services the consular requirements of the Filipino community in its jurisdiction, as well as the growing number of Chinese tourists/ visitors to the Philippines.

    Services

        The services offered by the Consulate General include visa assistance to Filipino Nationals, passport services, notarial services, trade, tourism and investment promotion and cultural exchange, and assistance to Filipino nationals.

    FILIPINO ORGANIZATIONS IN FUJIAN PROVINCE

     

        The Philippine Consulate General in Xiamen works closely with the Filipino Association in Xiamen (FAX), Filipinos in China, Quanzhou (FINCH) and the Pilipino Community of Fuzhou (PCF) in Fuzhou. These organizations have the following objectives:

            1.To promote and protect the general welfare of all members through mutual             assistance and support;
            2.To Achieve better understanding, mutual cooperation and support among             Filipino nationals (under this Office's jurisdiction) in close coordination
                with each other and the Philippine Consulate;
            3.To protect mutual interest, preserve and promote Philippine national             historical and cultural heritage; and
            4.To update each other on the current developments in the Philippines.
